The SOMIA tool helps organizations translate strategy into action.
It structures implementation by organizing strategic priorities, objectives, performance measures, initiatives, and operational actions into a single, coherent framework. At O Strategies, the SOMIA tool is used during the Transform phase of the ART Method (Analyze – Rethink – Transform) to support organizations in turning strategic thinking into practical, measurable implementation.
The SOMIA Matrix
The SOMIA matrix organizes your strategic plan into five key components that connect high-level strategy with day-to-day execution.
1. Strategies
Strategies represent the main strategic pillars identified during the Rethink phase of the ART Method.
They describe the broad directions the organization will pursue to achieve its vision.

2. Objectives
Objectives translate each strategy into clear and measurable outcomes.
They define what success looks like and establish a timeframe for achieving it.
Example
Reduce the average request processing time from 48 hours to 24 hours within 12 months.
3. Measures
Measures are the key performance indicators (KPIs) used to track progress and evaluate success.
These indicators allow leaders and teams to monitor performance and adjust strategies when needed.

4. Initiatives
Initiatives are the projects, programs, or major activities that support the achievement of each objective.
They represent the bridge between strategy and operational work.

5. Actions

Adjusting the Plan
Once the SOMIA matrix is completed, organizations should review and refine the plan to ensure alignment and balance.
This includes:
• removing or consolidating duplicate actions
• verifying that each action aligns with the strategic objectives
• ensuring that all strategic dimensions are adequately represented
• adjusting the plan where certain priorities are underdeveloped
This step helps create a coherent implementation roadmap that connects strategy to execution.
